The Australian Government, through the Department of Health and Aged Care are implementing the Support at Home program from 1 July, 2025, in response to the Royal Commission into Aged Care Quality and Safety.

Support at Home will bring together current in-home aged care programs, ensuring a simpler and more equitable system for older people that helps them to stay at home for longer.

Support at Home offers to improve access to services, equipment and home modifications to help older people remain healthy, active and socially connected to their community.

From 1 July 2025, Support at Home will replace the existing Home Care Packages (HCP) Program and Short-Term Restorative Care (STRC) Programme.

The Commonwealth Home Support Programme (CHSP) will transition to the new program no earlier than 1 July 2027.

Support at Home will be enabled by a Single Assessment System, which commenced on 9 December 2024. This system started with the introduction of a new Integrated Assessment Tool on 1 July 2024. This will simplify and improve access to aged care services for older people.

Current in-home aged care programs will continue to operate as normal until they transition into the new program.

4 Key Differences between Support at Home and HCP

Instead of 4 funding levels there will be 8 funding levels from Level 1 ($10,589) to Level 8 ($78,000) annually which will be allocated quarterly and you are allowed to roll over unspent funds of $1,000 or 10% (whichever is greater)

This list categorises services into 3 broad categories such as clinical care (eg nursing care, occupational therapy etc); independence (eg help with showering, getting dressed or taking medications etc) and everyday living (e cleaning, gardening, shopping etc).

If you receive ongoing services, 10% of your quarterly budget will be with your Provider (eg Proveda) to deliver care management. This amount is the same even if you have a self-management arrangement in place with your Provider.

There will be separate funding available for the Assistive Technology and Home Modifications (AT-HM) Scheme, with 3 AT-HM Scheme funding tiers. These tiers range from low ($500), to medium ($2,000) and high ($15,000).

Single Assessment System (no ACAT or RAS)

Services grouped into 3 categories - clinical care, independence support and everyday living assistance

Clinical care services fully funded by government

Everyday living and independence support services will require user contributions

Quarterly Support at Home budgets instead of annual budget with HCP unspent funds rollover of $1,000 or 10% (whichever is greater)

Separate funding up to $15,000 for assistive technology and home modifications

Priority funding of $25,000 over 12 weeks for people within 3 months of end of life
