Big Changes Are Coming to Aged Care: What You Need to Know About Support at Home 

You’ve likely heard the news, but the Australian Government is introducing the new Support at Home Program from 1 November 2025 (deferred from 1 July). The program will replace current in-home aged care services, making the system simpler, fairer, and easier to navigate.

So, what is the new program?

Support at Home is designed to bring together the existing Home Care Packages (HCP) and Commonwealth Home Support Program (CHSP) into a single, streamlined system, however, CHSP does not roll into the program until 2027. 

Here’s what’s new: 

  • One system, one entry point– no more separate HCP and CHSP programs. 
  • Single Assessment System – one assessment for all in-home aged care (no more ACAT vs RAS). 
  • Services grouped into three categories: 
  • Clinical care (e.g. nursing, allied health, medication support). 
  • Independence support (e.g. physiotherapy, mobility aids, technology). 
  • Everyday living assistance (e.g. cleaning, shopping, transport). 
  • A new funding model– support is tailored more closely to your needs. 
  • Clearer service lists – from domestic help through to health care. 
  • Focus on transparency and choice – giving you more control over how your care is delivered.

What is the Support at Home Program in Australia?
