Top 5 Facts About the Support at Home Program

We’re breaking down the top 5 things you need to know about the new Support at Home Program, which is launching from 1 November 2025.  

  1. One Program Replaces Many: Support at Home will eventually combine existing programs like the Commonwealth Home Support Program (CHSP) and Home Care Packages (HCP) into a single, streamlined system. (CHSP does not roll into the program until 2027). This means less confusion and more consistent access to services. 
  2. Services Are Grouped Into 3 Categories: Clinical Care, Independence Support and Everyday Living Support.  
  3. A Single Assessment Process: The old ACAT and RAS assessments will be replaced with one simplified process, making it easier to understand what you’re eligible for and how to access it. 
  4. More Flexibility and Choice: You’ll have a quarterly budget and more say in how your funding is used. This means services can be tailored more closely to your personal needs, rather than being locked into a rigid package. 
  5. No Loss of Current Services: If you’re already receiving home care, you won’t lose it. Your supports will simply transition into the new program. The aim is to make services clearer and more flexible.

How will my existing service provider relationship be affected after transition?

Your current provider can continue delivering your services if both you and the provider choose to do so; the transition process is intended to move supports into the new program without forcing changes to who provides your care.

How does the quarterly budget work and what happens if I don’t spend it all?

Your budget is set each quarter based on your assessment. If you don’t use it all, the funds don’t carry over and reset at the start of the next quarter.

Will the single assessment consider informal supports (family, carers) when setting my budget?

Yes, the assessment looks at the help you already receive from family or carers and then sets your funded services to fill the gaps.

What safeguards will be in place to resolve disputes about services, budgets or quality of care?

You can raise complaints with your provider or escalate them to the Aged Care Quality and Safety Commission, which ensures disputes are resolved fairly and providers meet required standards.
